Description

There are two different dimensions to the obligation to study Torah. One is the personal obligation incumbent upon the father to teach his son. The second is a communal obligation to guarantee that all the children are taught Torah. The latter obligation is placed upon the city to hire a Melamed Tinokot who is responsible for the Torah education of young children.
