This shiur will address the following three issues regarding the communal obligation to establish a school for Tashbar in the city. What is the source & the scope of the financial obligation to teach the children in the city? Is it an extension of the Father's Mitzvah of ViLimaditem, or is it an independent mitzvah of ViShinantam incumbent upon the community vis-a-vis the children? Does the city's financial obligation to pay for the education of the children include Torah SheBa'al Peh? What is the nature of the Machrimim & Machrivim in the case of a negligent city? Are these measurements to pressure the city to fulfill its obligation, or punishments for the crime of not setting up a Tashbar in the city?
