In this shiur we will study the prohibition against eating & benefiting from Chodosh, Unkosher animals, birds, fish, and crawling creatures, and Chometz. Is one allowed to trap Unkosher animals, etc., and sell them for profit? The complex Halachot in this regard reflect the Yesod that the basic prohibition is a Torah law, but the Torah authorized the Rabanan to establish the application and details of the prohibition. Before the Omer is brought there is a requirement to be Makdish the Omer. Doesn't that itself prove that Chodosh is Mutar BiHana'ah? The source for Chizkiya is Shratzim. Rabenu Peretz establishes that what the Torah explicitly permits, the Rabanan cannot prohibit.
