Rabba is of the opinion that Muktza is Deoraisa. Rabba accepts the principle of "Ho'eil" which looks at the objective Melacha rather than the subjective intention and need of the individual, e.g. the fire you lit has the potential to be used for Tzorech Ochel Nefesh. According to Rabba there is no Malkos for lighting the fire on Yom Yov; the Malkos is for enjoying the benefit of this fire lit on Yom Tov since the branches fueling the flame is Muktza wood. This proves that Muktza is Deoraisa according to Rabba. Rashi insists that this is indeed the final conclusion of Rabba; we are surprised to learn that Muktza is not Gezeira or Shevus Derabanan , but rather a bona fide Issur Deoraisa.
