The 35th chapter of Bamidbar is dedicated to the special cities that were set up in Eretz Yisrael, amongst them the cities of refuge for the unintentional murderer. We will study the sugya in Masechet Makot 7b which analyzes the words and phrases of the parsha, and based on Torah She'bal'peh, formulates the precise definition of "Shogeg" in the case of unintentional murder. We will see that time and again Rashi & the Rambam are at loggerheads; do those murderers excluded from the parsha of Galus belong to Karov L'Meizid or to Karov L'Shogeg? We will analyze the controversy between Rava & Abbaye re: Omer Mutar & the question of Tos': why is the Rotzeach different than one who eats Chelev or violates the Shabbos & brings a Chatas B'Omer Mutar
