We begin the sugya in Chullin 97b regarding the status of כחל. This part of the animal is saturated with milk. If this כחל is cooked by itsef it would be Heter for one of two possible reasons. Rashi understands that the milk in the כחל is "trapped" inside (נבלע) and is not פורש. According to Tos' the כחל is considered to have the same טעם as the milk inside of it; hence, when cooked alone it is not considered a 'mixture' of בשר וחלב; the latter is a combination of two distinct טעמים. If the כחל was cooked with other pieces of meat, we will require that the meat has 60x the volume of the milk. The כחל is integrated into the 60. In any event the כחל itself is prohibited. How can we integrate the כחל into the 60 since the כחל becomes אסור?
