The sugya in Masechet Chullin 95a addresses the case of nine kosher butcher shops and the law of קבוע. When do we apply the principle of כל קבוע כמחצה על מחצה? What conditions must be met? If the Safek originated in a מקום קביעות does that establish the principle of קבוע? Or is there an additional condition, i.e. that the Issur be ניכר במקומו? With this second condition Tos' explains the justification of the principle of ביטול ברוב. The latter operates since the Issur is not ניכר, i.e. it is not recognizable. Kavua is suspended & we apply Bittul. The Ran takes a different approach. We will see two q's raised by the Pri Chadash: How can I plow my land, maybe it is a Nachal Eisan? And, how do resolve a dispute since the judges are קבועים?
