For Masechet Sanhedrin 23a-b we begin the 3rd Perek which deals with the issue of organizing a Beis Din of three judges for monetary cases, the rights of each of the litigants to determine which judges will make up the Beis Din. The litigant has the right to veto a specific Beis Din, but he must choose a judge who will sit on the court. After each litigant appoints a judge, R' Meir says the two litigants must agree on the 3rd judge. The Rabanan disagree & maintain that the two judges will appoint the 3rd judge. Is there veto power even if the chosen judge is a מומחה, an expert? Under what circumstances can the litigant serve as a witness to disqualify one or more of the witnesses brought by his contesting litigant?
