The Sfas Emes shares an idea that “Mishnah Torah” represents the tefillin shel yad, whereas the tefillin shel rosh represents the first 4 seforim. Like the tefillin shel yad, Devarim is meant to take the mitzvos of the first 4 books -the intellectual ideas of the mind, the tefillin shel rosh- and inculcate them into our hearts. We have a similar mission now, in the 3 weeks.
