In the 3rd perek, Rabbeinu Yonah explains that Shlomo HaMelech transitions from the importance of attaining Torah, to now maintaining it in our pursuit of avodas Hashem. He continues to discuss the quality of life with Torah and mitzvos and the importance of retaining chesed-from Hashem, for others, and from others. Ultimately, this will bring favor not only from other people, but from Hashem Himself.
